Rebel tree system

That's probably because in the history of every talent tree so far all our talents immediately give you a flat bonus. (We're all used to it) From a ROLEPLAY perspective I can see why you'd think it's weird but from a gameplay/game design-oriented perspective it makes much more sense to have it so the more crimes you commit, the higher your bounty and therefore the harder it becomes. At the same time however, to keep those high-bounty, richer players interested you need cool shit like a BREADTH of talents and 7.62 rifles. Please, of course, keep in mind that while more experienced rebels will have skills slightly less effective than noobs, the skills are STILL IMPACTFUL. It's a buff for experienced rebels and a bigger buff for complete noobs. Hope I've portrayed what I intended to with this response but I totally understand where you're coming from.
