    "Due to your cross country training, you are now able to recover much quicker"

    Basically your fatigue bar fills up to the top much faster if you have the talent, and you could make this talent tree 2-3 talents deep.
    I know KOTH has a perk (indefatigable), which makes your bar reach full within 2 seconds max. I don't recommend it being this fast, but like within 4-5 seconds if it could be full that would be nice.
    Offer the talent to both civs and cops. Cops don't have enough talent points though

    Lets be real, if you are wanted for enough, you are not going to pay a tickets regardless. My suggestion is to still punish these individuals who are rich enough to pay the ticket but will still refuse because fuck the police.  With what comes next is they sit in jail with multiple chances to get out.  
    What I suggest is if the person is sent to jail and has 1.5 (150%) of that ticket amount in their bank, then 50% of the ticket they refused to pay is automatically taken out of their bank as a refused payment penalty.  That automatic takeout will also be reflected on their bail and time spent in jail.
    Examples:
    Wanted: 100K
    Bank: 150K+
    Penalty for not paying: 50K
    Resulting bail: 50K
    Wanted: 10K
    Bank: 15K+
    Penalty forn ot paying: 5K
    Resulting bail: 5K
    Problems I could see from this varies.  For instance what if bounty hunters turn you in?  Is it still deducted out of your bank?  If it could be coded I would say no due to the individual not being sent to jail by the police and not getting chance to pay a ticket.  Also the police have those pesky straight to jail charges.  Damn those cops.

    Ideas on having an option for SWAT to spawn in a few submarines maybe instead of one of the boat spawns?  That'd eliminate the SWAT immediately getting rekt or having to bail out of the boat and swim to wherever they're going.  
     
    Yay/Nay?  Would it make it too OP? I'd like to hear Rebels input as well.

    In an effort to improve the opinion of the APD that a lot of civs have I thought I would make a post on ways, in my opinion, to improve the relationship between the police force and the civilians. Nothing I say in this post is law, nothing is "calling anybody out", and I am not saying these things are the only ways to interact with civilians. Feel free to add anything to this, either things you do or your thoughts on the post. Ideas will be broken up into the key subject in bold and an explanation beneath it. For those of you that just want to get to the point you can skip the next paragraph. 
    To explain what I mean by the opinion of the APD I will break it down. Civilians often feel the APD is just there to issue tickets and that we do not really care about them or their well-being. The job of a police officer is not just to catch criminals but also to help the population. The police force is a main piece of the server that will in a large part determine how popular it is. If all we were here to do is issue tickets then the developers would have just made ticket amounts come directly out of the persons account or send them to jail if they could not pay it. The police force is here to battle the gangs, protect the civilians from the gangs and each other, provide balance on the server to keep it from turning into chaos, and to allow the people of the island to feel a certain degree of safety and even importance. The reason I say importance is because without the civilians Asylum would be no more. I feel the importance is an issue we need to step up our game on. With that being said, on with the post. 
    Respond to 911 calls. Civilians send 911 calls for a reason, they expect a response. Always try to respond to a 911 call with a text telling them if you can or can not respond. Often times if all officers are busy I will send the person a text telling them we are not able to respond at the moment due to this reason but we will try to respond as soon as we can. If it takes very long I will even send them another message telling them we have not forgotten their call. If you notice another officer is near the call alert the officer to it, tell them the call that just came in is near them and see if they can respond to it and then notify the civilian. If a civilian is stuck somewhere and messages the police for a ride always try to help them out, even if it means pulling a helicopter.  Engage in RP with civs in your area. Often times if I get out of my car in a city when I am not in a pursuit I will immediately ask the surround civs how their day is going, this will always lead to more conversation. Avoiding conversation with civs makes them feel like you don't care about them. If you are talking to someone and you need to leave for something tell them you would stay and chat but your assistance is needed elsewhere. Another great way I have found to gain some respect from civilians is to ask them if they think the APD is doing a good job, how the force could improve, and if they feel safe. I tell them their opinions will not be held against them in any way and it is shocking how many people will actually be serious about it and tell me what they think. Always give civilians a chance to explain their actions. It is tempting to be strict with someone when they have done something against you but try not to. If someone is being rude try to rp with them why they are in such a bad mood and that you are just trying to do your job and keep the island safe. If they are violent with officers ask them why. It is almost always possible to get someone that is being uncooperative to turn their attitude around. *Here is another post I made with a tip to do that  Remember someones ticket should be reduced just for not making you chase them. If you ask someone to stop or siren and they do then go easy on them. I am not saying do not try to rp, always try to rp. Even if someone has a 300k bounty always allow them the chance to explain their actions. I know a lot of gang members don't bother trying to rp because in the past they have rped a story for 20 mins just to have their 200k ticket dropped to 100k which they still wont pay. If you really think their story is not going anywhere try to avoid letting them waste a bunch of their time but do it in a respectful way. But otherwise give them a chance to explain themselves.  Do not restrain a civilian as soon as you start talking to them. I have heard a lot of civilians complain that as soon as an officer walks up to them and says sir you are wanted the officer restrains them. If the person is being cooperative and did not try to run from you there is no reason to restrain them until you need to issue them a ticket or search them (I normally do not search unless i caught them breaking a law). If I need to restrain someone to do something when they are being cooperative I always warn them first that I need to do so for this reason.  If someone is turning themself in and combat breaks out for an unrelated reason unrestrain them somewhere safe. This way if all officers die the person is not stranded there handcuffed. Remember a person in handcuffs is unable to use their phone. You can always meet up with them after the combat has been resolved.  Do not hold grudges against gangs. Gangs are a necessary part of the game. As a police officer you signed up for combat and to deal with general trollery. If a gang starts seeming hostile with cops it is probably a sign they do not feel they are being treated fairly. Always try to explain to people the reason why they are restrained, being issued a ticket, or receiving any other sort of punishment.  Always try to get people processed as soon as you can. Nobody likes to just be standing around waiting to be ticketed or sent to jail. The longer a person waits the more aggravated they will be. If somebody does have to wait a while explain to them why. Remember they are playing this game for enjoyment so their time has to be somewhat valuable to you.  Try to explain the severity of their crimes in an RP way. This is a topic to have fun with. If you catch someone robbing a gas station ask them why are they taking money from this family owned business. If they are speeding ask them if they realize they are endangering the lives of not only themselves but also the plant life, wildlife and other residents of the island. If they murdered someone ask if they ever considered the persons family and that now you will have to notify the victims wife that her husband won't be coming home. The possibilities are endless.  Make people think that their time is valuable to you. Do not keep someone in a situation they do not enjoy for any longer than you can help. Try not to keep people waiting any longer than you can help. If somebody has been kept waiting for an extended period of time don't be afraid to take some money off their ticket for their patience. If I ever make a mistake I try to compensate the person for it. Just the other night I accidentally took a player's drivers license so I paid for it and gave him extra for his time to have to go get another. In some cases the persons time to replace something can be more valuable than the items lost.  These are just some things I do. I am not saying everyone has to do it, I am just making people aware. A good experience today plants the seed for a good experience tomorrow. Remember the civilians can make our job fun and they can also make it miserable. I believe a good standing with the civilians will make the game more enjoyable for everybody. And I really believe the reason the APD was put in this game was to keep the game enjoyable for everyone (to a point). So this is the end of my long post. I hope some people get some inspiration out of it and I hope it in some way helps the servers. Thank you anyone who took the time to read this.
