Here is my spin on the idea, I felt that his idea needed expanding on.
Summary: Unlike banks or feds, there is no real incentive to do them, other than to fight cops. The gold or money is not worth trying to get out. This Storage facility would hold ALL of the drugs, weapons, and other contraband seized into evidence during the restart. This would create a very good incentive for gangs to try and pull this off. It would require 6-8 cops to be online for it to be robbed. This is because the contents of this facility could store hundreds of thousands of dollars.
How to rob it: It would require bolt cutters for the gates, demo charges and a drill for the door. This is a big heist with a very big payout, so it requires a lot to get into it. To balance out the fact that it would take around 20 minutes to get into, SWAT cannot be tasked until they are 50% through the heist.
How this could be implemented: A new area could be designated for a building to be added with fences gates, walls, deer stands, etc... this would be called the Contraband Storage facility. It could be added in as a "turf" that is always owned by the APD. It will be yellow during the first couple hours of the reset, meaning anyone can pass through and it is not an RDM zone. However, the last 45 minutes prior to a reset, a new server message can pop up saying "Warning, 45 minutes until server reset, the Contraband storage facility is now burning/destroying all acquired contraband." This would turn the "Turf" into a Red zone where gangs/ player can come in to try and rob it. The location of the facility would be here

There is plenty of open land for a Storage facility to be created. It is also close to an HQ making it possible for cops to come back, but also possible for rebels to be close enough to athira to sell the contraband, and North Rebel.
OR
WE CAN RE PURPOSE THE FEDERAL RESERVE. The fed could use a makeover. We would just randomize where the contraband is stored, or it could just split it between all of the domes, making it more worthwhile to hit them all then to "smash and grab".
The reason we should not do this on the old prison island is because all cops have to do it set spikes at the end of it, or rebels block the bridge with vehicles.
