Heres my idea. Each server gets a representative for cop, gangs make up group who decide who they want to represent and discuss what they as gangs want, also give EMTS and civs a rep ( maybe 1 for each city)

Mostly this would just be for a more defining experience and add more RP to situations. Ex. say lose license but driving anyway and get caught, have to explain why driving without license and maybe get ride to testing area.
