Make cops Frits and things claimable

The amount of cops Frits that never get chopped because of the bad value. I feel like they should be claimable as it wipes the skin when claiming it anyways. Also it should have full value when chopping.

They cost less than civilian ifrits so the lower chop price makes sense. And if cop ifrits were claimable that would just be a much easier and cheaper way to get ifrits on civ.

I also just dont want to hear the whining. If an LT pulls a frit against his friend group and the friend group happens to get it, even if that wasn't the LT's intent they will always be accused of doing it intentionally so their gang has cheap frits for cartels/free profit.

Its also fair as the cop version of chopping (Seizing the vehicle) yields a fraction of what the vehicle was bought for.
