Gunners get rpg, drivers get some shitter gun that has little to no range. 1 rocket per gunner. You are in a jeep or offroad. Players start far away so to not get rpg'ed right away. Crates/prowlers are spawned on map for reloads or to switch to a prowler. Maybe the goal is to get inside a building that is unlocked after a certain amount of time where either the driver or gunner have to hold it for a certain amount of time?
