Add Hemmt Flatbed for Vehicle Rescue/New event for civs

Hemmt Flatbed is from the same expac the tractor is from 

i think if we could have the option to load vehicle on hemmt flatbed via scroll wheel, then drive to a vehicle garage and send vehicle (with vehicle within 30 meters of npc), this would be a cool, light rp addition instead of impounding vehicles and they disappear.

Also on the civ side there could be an event where the flatbed is loaded with a high value vehicle and it needs to be transported to chop shop to get money, both would dissappear. 

 

Meaning the truck would probably only be able to be bought by medics, however driven by civs when a "broken down high value transport" has spawned.

 

Maybe civs would have to fight over repairing the broken down flatbed then move it to chop.
