It creates distance.  You see how he took a step back before using it?  The guy with the camera came there looking to cause a confrontation.  They told him the rules and he tried to push past them anyways.  Rather than fight with the guy and risk getting hit, kicked, bit, etc the cameraman got a 5 second ride of electricity induced compliance.

Might just be me, but it does seem like it's a bit excessive. Only a little bit though, and I have to admit was super satisfying to see that moron go from being smug and condescending to screaming and pleading..
