FPS drops.....

When I'm in towns or fighting my fps drops to like 30 fps when it sits around 60 every where else....Is there any fix on to stable my fps? I see people play the game on my card at 60 fps every where.

My pc is 

Intel i5 4590 3.5

8gb of ram

2tb hdd

amd r9 270x

It's almost impossible getting 60 fps in cities unless server is dead or your graphics are all on low/off.

Follow this guide below Im now running Ultra settings and getting around 120-180 fps
