What are the perks/rules of gang wars

From what I understand, everyone in the other gang has a red name and you should make em' eat dirt, I just have a few questions. I have seen gangs KOSing each other in town, they basically drag the whole town into a gunfight and cause confusion. I was wondering if there was any rule to if you CAN KOS, are you allowed to do it IN a spawn town? It doesn't even look like there's much of a point to it besides voiding RP.

If your gang is at war with another gang, you can shoot any of their members at any given time.

Like everyone is saying, if their name is red you can shoot them. It can really cause confusion, thats why you should always initate to make sure, if you accidentially pop the wrong person it's your own fault.

I would think initiation would be required in spawn cities, thanks for the info guys.

Also if you know you are in war with a gang, try making cool stuff, like ambushing people and shooting their chopper down, its pretty fun
