Gang option dosnt show up

So i have the perks to get a house and make it my gang headquarters but i dont get the scroll option. Can anyone explain the process to me please.

You need the talents Citizenship and Leadership, and have a home owners license. Then you must have the house purchased in order to create a gang from it.

I have everything i need but the option dosnt show. Do i have to be a donor to use the industrial shed or 2 story yellow house for headquarters?

You don’t need any donator rank for this. Just make sure you own the properties. Additionally make sure you are not in an existing gang.

I can spawn and spawn vehicles lock and unlock and place storage so im shre i own it ive also sold and rebought the property. But still no luck.
