9/10 times this is the case, with less than a kilometer of distance to be closed, but cops on scene say "fuck medics" and take the revive anyway. where's the incentive when one faction does the job of two factions because there's minimal mutual respect?

The position of Fire Marshal to start would be a whitelisted position, that would require the rank of A-EMT+and firefighter certified. The basis of how the Fire Marshal would operate as a mix of law enforcement and fire department. The Fire Marshal would require an application, written and or verbal test to qualify. Due to the increasing rise of Gang and non-affiliated arson fires across the island, this position could be very interactive to the community and fire department. Firefighters on the server have all been there. A gang starts a fire, issues a phone call or text message to all medics online, reporting to stay away from the fire or be fired upon. The Fire Marshal in this scenario would make a difference. The Fire Marshal would be able to interact with the vicinity around the fire, creating a sort of APB system that allows the Fire Marshal to charge the civilians (manually) that appear to be involved in starting the fire, or assisting the gang in using violence to stop a fire response (attempted arson).
The Fire Marshal would be a position similar to the SWAT whitelist for the APD. Knowledge of the guidebook, and standard operating procedures will have to excel in the individual(s) selected for the position. The Fire Marshal would have a variety of responsibilities across the island. This includes, Fire Investigations that could bring a percentage once concluded to locating the person(s) involved in starting the fire with a sort of APB system, conclude what type of ignition source and where the fire could have started.
-The Fire Marshal could also conduct Fire Drills on hospitals, and commercial structures to maintain safety of the city
-The Fire Marshal could do community public education outreach or classes that could reduce the amount of money owed for home repairs etc
-The Fire Marshal would be able to do home inspections after a certain amount of days the civilian has lived in the residence, and could decrease the amount of home taxes owed, or increase the value if they wish to sell to the bank or other players. Home inspections could also reduce the chance of an arsonist successfully setting the house on fire.
-The Fire Marshal could function as a field training officer for the AFD and help new EMR's or personnel with any questions they may have, aswell as give "mock" EMT certification tests.
-The Fire Marshal would have the ability to carry handcuffs, ability to charge for arson crimes, and carry small caliber downing only firearms to protect themselves, and firefighters responding to house / commercial fires. The Fire Marshal would not be allowed to process the suspect, only turn them over to the APD with the evidence collected.
-If the Fire Marshal is online, suspects wanted for arson related crimes, can be tracked by the Fire Marshal. Similar to the bounty hunter or APD system (APB's). Marshals can track suspects, and along with APD backup/support, can take the suspect into custody, and allow APD to process the suspect. If the Fire Marshal is offline, suspects committing arson can turn themselves in to the courthouse or APD to avoid being tracked. However, if the suspect doesn't turn themselves in, there is a time frame that allows the Marshal to join the server and track the suspect. These are only a few ideas of what the position could bring to the fire department and island of Altis. Allowing the Firefighters to start a more community involvement and presence instead of just sitting and waiting for a call. This will allow more interaction between the faction and civilians.
