Start with these and adjust as necessary. I get around 70 and have a I5 2500k that's overclocked to 3.4 GHz and an R9 290x with 16Gb ram. Aslo if you hang out in cities (Kavala) thats your problem. Regarding the lobby to server issue, do you have an HDD or an SSD? Hard drives are alot slower than Static drives, which will increase the time you click join- actually getting into a server.
