the APD are not strong enough to cope with Kavala let alone being at a HQ on time and on point everytime someone gets 10-15k tickets
good idea to get more RP , bad idea to let every criminal free just because its easier to down cops all day long just bag them cops up and laugh at the criminals all waiting ten minutes in a locked room ,

state of the apd these days im not suprised Civs hate you , in my day civs used to say i was awesome and best cop in altis they would kill people just so i turn up in Kavala just to Rp and this is my day where Kavala pistol bangers where real , just goes to show its more personal then just the faction you play , maybe get some better public relations , or is it because civs hate you cause cops swap just for PVP against their fellow cops , killing civilians , bounty hunters and stuff like that be cancers on civs so people hate them when they play cops , i think its more a personal thing that people dont like you on asylum sorry about that if civs hate you thats your own personal fault

you know the taking bountys from cops needs to stop really , they cant rp because of fear of a bh gang rolling in and downing every one , the ping at least needs to stop once in cop cuffs or something, i cant say how it can be improved because i have not got the answer

thats nothing i stole haskell from The police hq , swam him away lockpicked his cuffs , downed him put him in civ cuffs , took him to court got downed Rdm , then after all that , i finally get him to court house and someone scrolled wheel and took the bounty as i was putting him down ,
the whole bh system is so bad and op with everyone using it even if they not even bothered with doing it properly
people are actually waiting at court houses just to kill people with no Idea what your doing who you got taking to jail they just there to kill you because its funny after hour work and money spent ie , Wanted level for defence ect to just po7 someone outside court house

I've been a part of both ALUK and GTA, the 2 most popular roleplay servers, and here are rules they have set in place to keep it like this. Keep in mind, most of these rules Asylum players will not be happy to have set in place, I am not stating they should, I love the way the rules are now, I am simply noting down what other servers do to keep high standards of RP. Some rules vary across both servers, but in general, they are similar.
- NLR. Once you die, thats it, you can't return to the same event until its over
- Rebel Outposts and Illegal sites are not KOS. Believe it or not, a lot of amazing RP happens at Rebel Outposts when it isn't KOS. Its where a lot of new players tend to make friends.
- They blanket ban any group avoiding roleplay or being toxic (basically 95% Asylum gangs will get banned instantly)
- They ban people who bait initiation for combat. For example if a large gang robs gas stations over and over again just to kill police.
- You can not initiate via text, you have to use voice communication.
- The APD has a special unit dedicated to Hostage Operations
- Fail RP rule. If you do something that doesn't value your life, you will be banned. For example not surrendering if you are outnumbered/attempting to 1v4 etc..
- Value of Life > Gear. If you tell someone to drop their gear at gunpoint and they don't, again bannable.
- Sirens are not initiation
- Can't metagame name tags. You have to gain peoples names via roleplay
- For banks, A Police Negotiator has to be sent in before you can start killing, killing the negotiator is bannable.
- A more relaxed police force. If you have a amazing story, you will most likely keep your firearm, no matter big it is, same with drugs. If you get caught running drugs and you have a great story, your vehicle won't be seized.
Yes, these rules are very strict, strict to a point where you have no freedom, again, why I prefer Asylum.
The list goes on and on. It isn't features per say that stimulates roleplay, its the rule-set and the community behind it. Asylum is a savage community hence the reason I love it. I've always said this to people who always ask me, which server do I play on, which ones better? etc.. And my simple answer is,
Play on Asylum if you want freedom, relaxed rules and wan't to fight 24/7. You'll also get much better at the game and be as toxic as you wan't.
Play on ALUK/GTA if you want strict roleplay and a much kinder community, however you'll be fighting against potatoesyes best way of getting roleplay is ban everyone good plan dude like it

basically what the moderator is saying is instead of roleplaying just kill everyone easy mode , the secret i got it now , kill everyone in kavala cause they are def bounty hunters ready to come against rebels , no one leaves kavala for a start ,, 2nd no one goes to rebels you ever seen a bounty hunter at a cartel or anything like that , expect maybe gang members at war with that gang , its stupid idea to go try catch rebels , the only time rebels get caught is when their friends are not on teamspeak or you just lucky , ever seen a BH at rebel catching bountys , sure you do ones that are friends with them and split the money , im talking big bountys and ones that are not just giving away to friends and split that cash ,
Sure i start a split cash monopoly , i split 30/70 you get 70% i get 30% of your own bounty just rack up kills and meet me at the court house ,. easy mode
remember guys you never know who bounty hunter is like the moderator said , just kill everyone much easier
