I agree, quillins are way too overpriced. It’s a better investment to just buy a hunter or ifrit for better protection. If they just decreased the price, perhaps more people would use the quillin rather than the ifrit and there would be significantly less problems with mass groups of ifrits rolling around.

I will try to break this down so it is easier to see which parts I am addressing. I want to preface all of this by saying I do not disagree with all of your suggestions/observations.

Between Corporals, Sergeants, Lieutenants and Captains how frequent is it that at least one person holding one of these four ranks is not on? I understand that constables do make up a large portion of our force. I have also heard the suggestion of adding the van to the SWAT vehicle garage. Personally I think adding it to SWAT is a better option than moving it down to constable.
This has been suggested several times. Your loadout allows you to carry 270 bullets. 240 in your clothes/vest and 30 in your gun. It used to be that you had to balance these between lethals and downing. A huge buff for inventory management came when lethals were moved to a scroll wheel option. I understand that dieing, regearing and then running straight back into the fight will result in running out of ammo. It does not take long to refill mags or spam buy new ones. I personally do this all the time when I am not playing UC.
Corporals are trusted with more than constables, but is still a proving ground. Corporals are proving they are ready and responsible enough to handle Sargent. Personally I am strongly against moving armor down to corporal. SWAT already provided armor to lower ranks. Additionally it not only provided the hunter but also the strider. (I understand your point about SWAT and will address it later in this post). Additionally a hunter is not a powerful armored vehicle, especially when going against a 7.62. You can easily shot out the driver of a hunter with an mk1 or mk18. I know people SGT+ who sometimes prefer to take a hatchback simply because of the speed advantage. It is harder to track and shoot a faster moving target.
This is a hard no from me. Orcas are an extremely powerful tool. They can be shot down, but are the strongest helo often utilized by the APD. As Henry already outlined they are available for corporals when undercover. APD is a faction designed to lose. We are here as a force for rebels to fight. Allowing all officers the use of orcas could see a huge shift in the APDs favor.
I have heard mixed things here. On one side, I hear a SWAT training was hosted and only one person showed up. On the other, that no trainings are ever hosted. I think with time zones, work, school, and real life in general, it can be difficult for all officers to attend trainings when only one officer in one time zone hosts them. The selection of a second SWAT trainer would obviously be something for the Captains.
Years ago when the APD had SWAT it was this way. Basically every constable+ was swat whitelisted. This time around the Captains wanted to try something different. I think each person has their own opinion regarding if it works or not. Personally I am on the fence.
The APD could always use new and fresh perspectives when it comes to tactics against rebels. Please feel free to suggest this during a fed and attempt it!
I agree that smoke grenades are a highly under utilized resource. Personally I always carry them and use them for cover to push or rev and they work fantastic! I don't know when officers started carrying them less, but I agree they are highly under utilized. As for flash bangs.... yes they are highly useful, the problem I have with them is that most people don't know how to use them. This often results in officers flashing officers! This is no reason for people to not carry and learn how to use them though!
I strongly disagree that it is not possible to take down a gang of 5+ rebels without lethals. It completely depends on the number of APD officers, the tactics used ect. I also do not agree that officers should lethal 4 of 5 rebels to get the last 1. Personally I authorize lethals to an extent to give the APD the best chance of capturing as many rebels as possible. In some fights this means lethaling all rebels and hoping we can thin the heard enough to grab a couple. Other times this means lethaling one or two and downing the rest. I understand the change to lethals and personally fought for it. That being said I feel the APD should still make an effort to capture as many rebels alive as possible.

Please do not think me disagreeing with any of your suggestions is a reason you should stop making them. I am simply providing a different view on them (also doesn't mean I am right!). New ideas are always welcome!

I like most of these suggestions but I’m gonna have to say no go for the constables with orca’s

i get why they had the price heavily increased from before, but now that they don't have doors for protection, i think 40k is a bit much when ifrits are 60k, i think 20k would be more understandable for them without doors, 40k if they had doors @Gen. Henry Arnold @Jesse @Mitch (IFRIT)
