Gang upkeep?

I see it is a talent and I wonder if it is actually a thing because on home upkeep in talents it says it is (not yet implemented) but gang upkeep does not say (not yet implemented). Anybody know how it works?

I can't pay for rent when so much of my time and money goes to looking for Carl.  There's not even a minimum wage on Altis, how am I suppose to pay for shit?

The money for gang upkeep actually gets paid to all cops online. Just like how it works in real life. I'm sure all career rebels would be happy their money goes to pay the hard working officers of Asylum!
