Like I said in the first post, the cops can just be douchebags about stuff like that. Not everyone who plays as an APD officer is the same. Same scenario with different officers, you would've been pardoned and a ride back to the nearest DMV.

KOS in rebel outposts doesn't make sense fundamentally and shouldn't be a thing.
3 rebel bases to choose from though.

It's up to the discretion of the officer. You didn't get pardoned either because the officer cares about making money, or because of the way you handled yourself after the fact. You went out of your way to make a forum post about it, one can assume you sent some pretty upset or demanding 911 calls about how you are entitled to a pardon.
I wasn't there though, just speculating.

I believe this rule was made when you were able to send people to jail as a bounty hunter at headquarters.
The rule was written on a post on the old forums, but does this still apply since bounty hunters can't easily send someone to jail anymore?
