Quality of life additions

• Add ziptie sound effect when wreck excavating and inventory is full
• Make it so that vehicles that have been pulled out and are still in use do not show in vehicle garage (or at least grey them out)
  • It's a big pain in the ass, especially on DOM, when we want to quickly pull out a vehicle and it's already in use. We then have to wait at least 5 seconds before pulling out another one.

that second one might need to be a bug fix bc it doesnt do that on main server

Already made a bug report for this a while back. They don't know how to fix it.
