Increased allowed amount of firetruck vehicles allowed, and add emt+ Specification in fed events guidebook section

we have issues where sometimes we cant go to a fire because the limit of firetrucks has been reached but there are no tempest fuels out. 

secondly in the fed events section of afd guidebook it doesnt explicitly state that fed events are emt+ unless authorized.
