The ability to maybe trade drugs or rare items for weapons or rare skins/vehicles. could be a federal event or could just be a small scale event similar to gas station robberies or stash houses. should require a minimum player count to use or adjusted market following player count. Is he a arms dealer wheeling cheap MK'200s. Or is he a dodgy medical director giving out one time use defibs that instantly revive people.
