Light ≠ Bullets

Refract : Physics. the change of direction of a ray of light, sound, heat, or thelike, in passing obliquely from one medium into another in which itswave velocity is different.

Bullets cant "refract" 

 

Besides. You shoot a bullet angled at water and tell me how it goes. Its most likely gonna ricochet
