The APD has guidelines to follow and seizing illegal weapons is one that MUST be followed. He had a illegal gun, definitely new Not only to say that, but to get that gun you must either A: Be a bounty hunter B: Craft it C: Buy it at a Rebel Outpost, After factoring that all in I am going to make a safe assumption that this player is not new to the game.
