Can I "initiate RP" with another individual by calling him? 

My logic is leaning towards yes if they answer, but I want to be sure.

In terms of RP, you're making communication. This is the same as texting really, but let's be honest, texting is the douche way to do it. If you take your time to call the person before you blast his brains out, you're a sick son of a bitch. But from the rules of RP, this is a step above texting, therefore it should qualify.
