    I'm going to list a few ideas i would like added to the server that i feel would benefit the server, feel free to discuss.
    A gang ranking system - More refined than the old gang ranking system, the individual ranking system can be used as a basis perhaps. A gang/individual ranking rewards - At the end of the seasons the top "so and so" get certain rewards that can be determined. unique vehicle skins/weapon skins for example. Make available or post a monthly list of war kills for the top 50/100/150 players. War kills can only be awarded if you kill an opponent with a firearm with 5.56 or higher - if possible with the coding. Have a set base for war ranking when killing or dying to an opponent - 2 4 6 8 10 points depending on rank of the killer and the victim. These i personally feel would give HUGE incentive to both individuals and members of the gangs without involving pricing of load outs/money.
    Turfs
    Decrease the time until a turf is able to be captured by 10 minutes - for example. Drug zones
    Bring back the old cocaine field -  it was amazing for all factions and sides. the current way is ridiculous, a tiny hemmt sized plot surrounded on all sides by objects, akin to having a huge light above your heads! Plus the lack of no thrill of the chase as a cop and the excitement as a gatherer!   Auto gathering instead of having to run about Regarding the new UI 
    Health bar would have a green colour for 100% orange for 50% and red for 25% for example. Perhaps add a custom control hotkey to access the new y inventory as well as the default i.  
    The cartel zones
    Increase the chance of the drug cartel being in the meth cap zones, perhaps original meth tower - No one fights cocaine cap and very rarely heroin cap, so i feel this would increase fighting (if not, at least move the location of the flag/fridge at the cocaine cap as it is stuck inside one of the walls.  Perhaps add the Arms House cap back into the arms dealer rotation. Slightly increase the time until a cartel zone can be recapped.     
    The in-game map information
    Make it more structured and provide a tad more information for new players regarding gangs,jobs,housing,donating etc. I've spoke to some new players who had absolutely no idea about half of the features/donating etc etc I honestly feel these changes would increase the cartel/gang activities of the server while not buffing/nerfing other aspects of the game such as police and civs.
