  1. Ridding of the contrast was such a good idea. Instead of a solid 57 fps, I'm at a solid 60. Thank you very much.
  2. File > Save Movie > Scroll to bottom > Create custom setting: Name: Anything Width: 1920 Height: 1080 Bitrate: Experiment with it. Bit rate has an impact on Mb per minute of video, so find something that is suitable for quality but doesn't result in huge file sizes. tl;dr High bitrate = high quality, large file size, low bitrate = low quality, low file size. Frame rate: 60 Audio format: Whatever you want Simple as that for Movie Maker. I'd suggest trying to get another piece of software through, as MM does have its limitations. I personally use Premiere Pro, but After Effects and Sony Vegas are good too.
  3. True, I just don't think the two are that much different from each other. But certainly, being able to pay it off while entering a slot would cause a lot more issues than it would solve. +1 to overall suggestion, not being able to get on medic for a speeding charge is annoying.
  4. Not that much different to paying it off at the courthouse. It's fairly easy to respawn to highway patrol and avoid the APD to pay off your bounty. Edit: Honestly, it's fairly easy in general to pay it off at the courthouse.

  6. There will always be a "You have to suck dick to get promoted" vs "You don't have to suck dick to get promoted", but the honest truth is the EASIEST way to get promoted is by sucking dick. I've watched several people, who Cadets outshine, make it to Sgt and LT. Reinforcing already bad RP/Knowledge of the APD Procedure with a high rank is a sure fire way to make the force worse. Something needs to give within the APD at this point. I'm getting tired of Cops who play mostly civ getting hella salty, and thinking they know the guidebook when they blatantly know fuck all about it. I'm concerned for how easily people are making it to Constable, just last night I watched a solo Constable land his little bird in Kavala square - Which, by the way, killed a civilian. He left his heli on the spawn, obstructing civs, and decided to go off on one at me when I impounded his heli and told him to go read the helicopter guide. He responded by logging to Civ, and flying an Orca over us to disrupt our direct communication (How does someone like that even pass their ride-along?) He was very quickly taken care of by a member of MoB (Thank you very much, whoever that was) and lost his Orca in the process. I've been CL'd on by people of the rank of Constable and Corporal, and I've attempted to kidnap a Corporal before which ended in him repeatedly exiting the vehicle to try and kill himself in restraints. And, of course, I submit IADs (or go directly to an LT, in the case of last night) to get the people taken care of. A few days later I see most of these people still at their rank. And no doubt, if they gag on enough higher ups, they will be promoted not long after these incidents. Perhaps I'm just a bit harsh, but in all of these instances I'd have booted them back to Cadet and told them to learn or get off the force. How difficult is it to read the required documents? Punishments need to be more than just a slap on the wrist, especially if there is clear evidence of people messing up.
  7. Just to add one more thing, something that irritates me quite a lot. Why is the waiting queue for the Cadet interview hours long? And it's not a case of no higher up being around, there is usually a large number "chilling" in the support channels.
  8. Has been like this since I started back in October of 2014, and is still like that today. Even when I took my long hiatius from Asylum, I heard stories from people still playing about it being the same. No one is saying that everyone who was, or is, in a Sgt / LT / Cpt position got it by sucking up, but a LARGE % of them did. Only way you get noticed is if your fellow officers put in a good word for you, like what use to happen on the Coffee & Donuts thread. As I said on another thread before, a large % of the higher ups hide in the support channels. Not many/enough come out to actually "notice" people. When a Sgt + comes to play on a server, the entire cop TS jump into that one channel with that higher up, and it's aids.
  9. Such a scenario doesn't have to be added. Text ahead saying you plan to go for bank, and I'd be willing to bet that the cops would set up to defend the bank. If we get word of a bank/fed/prison, we're allowed to defend. Give the cops the same amount of time a gang would need to set up for the bank. This isn't me issuing any sort of "try us" challenge, I'm just giving an example of how you could go about your suggestion without needing Paratus to add such a scenario.

You have bad experiences with cops, and we have bad experiences with rebels/gangs. You know how you hope for a good cop who will listen to your story? We hope for a rebel/gang who won't kick and scream like a toddler. I've said it before, and I'll say it again: No side is innocent.
  11. Cops aren't the only bad guys here. If we're going to say that issuing a ticket before anything is "boom you just ruined the whole situation", then a lot of rebels need to learn not to turn into a heaped pile of salt when they get downed/defeated. I've downed a rebel before, restrained him and escorted him to my vehicle with him moaning about how "I should be dead after 10 7.62s to my chest, and that I'm probs not playing legit because everyone else outplays me." Also would be lovely if a lot of gang members / rebels didn't spam out 911 texts with how they are "reking us hard" during a bank, or prison. Also in general just don't be a beligerent ass who uses the word "fuck" as a space between every other word because they are upset that they got downed. You have no idea how annoying an attempt to roleplay with someone who just keeps saying "Fuck you, your shit, just give me my ticket" over you is. If you do this, you can bet you're not the only one who wants this attempt at "RP" to be over and done with ASAP - But I still have to read you your charges and final ticket price, because I'm not taking the chance of you claiming I charged you wrong or "robocopped" you. Tl;dr - No one is innocent. Each side can be as bad as the other. Also, Hakeem, none of my uses of the word "you" are aimed at you. I am just using it as the general "you".
  12. I'm not offering any suggestion of how to be promoted when no one knows who you are. You offered the solution that the higher ups of the APD should promote people who know how to lead, and I'm telling you that a high percentage of people who know how to lead, or be tactically effective don't want to achieve their promotion by means of sucking up to the correct people. God forbid someone want to be noticed/rewarded because of their good work, and not flattery skills.
  13. Nothing like real life. People who are useful go unnoticed, and people who are good at flattering higher ups but know fuck all about police procedure somehow end up leading. Thus resulting in the whole "We can't win banks", and your argument of "Promote people who know how to lead."
  14. Will never happen while the whole "You don't get promoted unless you know someone high up", or as Reavantos said, "kissing ass in support channels" thing exists. Edit: And to add onto that, most people who make it to Sgt + instantly become lazy and hide in support channels.
  15. It's more so a case of: If you don't want to spend 45 mintues in jail, but want to go on a manslaughter spree then I'd suggest you have a bullet-proof RP explaination planned out before hand. And once you're caught hope to God that you have an Officer that will be fair, listen to your story and pardon you. Word of advice: Make it original. The whole "They kidnapped my family and told me to do it." is getting really old, Altis must have the highest % of kidnapping per capita with how often I hear that.
  16. Then the solution isn't to cement this idea by lowering the jail time, thus making going on a 20-30 manslaughter spree less punished. If the jail time was lowered, then an increase in "I'm not paying my ticket, just send me to jail." is definitely going to happen. If you don't want to spend 45 minutes in jail, then why do crimes that will give you 45 minutes in jail? You can't expect to never be caught.
  17. In honesty, the reports will do nothing either. When you punish/kick one bad cop off the force, two more take their place. It's simply too easy to get into the APD, and apparently too easy to climb the ranks. People behave during their time as a Cadet, but the moment they hit Constable they forget everything they were suppose to learn. And somehow the further some people climb in the ranks, the more they forget about correct procedure. And before I get quoted and told that my comment is not constructive, and that I should add some sort of solution to the problem: Unfortunately, I don't have one.
  18. Something confuses me about this: If they pay the ticket, us cops are paid. If they do not pay the ticket, we still get paid when sending them to jail. What good does punishing people who do not want to pay their ticket do? People hate us cops enough as it is. But I'm genuinely curious what you think this sort of punishment would change?
