The problem with OBS is it uses the same codec that shadowplay uses, so if shadowplay won't record, neither will OBS under the same circumstances. Unless you use CPU based encoding (which is bad for arma). Already touched on that

Okay. Like only audio and blank video or just video no sound, or a zero byte .mp4 file? Edit: Also, enable Desktop capture if you're using borderless windowed mode.

What's the issue with shadowplay? Are you using a separate audio output device for TS? Windows and TS need to output to the same "default" device in windows sound settings for shadowplay to record them both.

What happened prior to this issue occurring? BSOD/change of hardware/power cut or lightning strike since you last used your pc?

Best part was the fallout on Server 3 where it was literally civ vs cops for 3 hours solid and the admins threatened to ban any player in the vicinity of any APD HQ. I can't remember what it was about, but damn good fun while it lasted. Edit: And then there was the ban on playing cop on server 3 for like a week afterwards.
