Relatively easy thing to do that I think will get some more action going on around the map rather than only in kavala. Change the top spawn that kavalians spam without even bothering to look at, perhaps to Athira in the center of the map rather than in the corner. Hell make it a weekly rotation or something, Sofia on the top one week, Kavala the next. I know this won't do much, and Kavala will stay the same city almost no matter what, but fresh spawns now will become slightly less likely to become the classic pistol banger/ kavalian. I'd just like to see more people around the map, I need more people to rob doing drugs and salt, and more people to run into on patrol.
