The only issue that could possibly have any bearing on the answer is the fact that it's never specified when the people got onto the train; or how many stops it has made.

Ergo; the answer could be 17, or any other number really.

Common core includes the Conductor(not originally included in the equation), The people shoveling the coal? The people Riding in the luggage compartment? Under the train and at the train station? The logical answer is that it is OVER 9000.....

No but seriously, 63-17=46. 46+19 = 65. Ding ding according to everyone with any ability to add and subtract. 

The answer according to the work book is 46. Mind you this is a year 2(2nd grade) question..... 

Lets just throw any basic math that we have learned our whole lives out the window.
