If so you need to donate 50$ to get some different skins or you can craft the cars and have the option to choose what skin you want. Also if you get 8 million prestige you will unlock a free HB sport skin. Link to comment

I think that what he means is that you can't craft different Hatchback sport skins anymore, so the only way to get them is to donate or to get 8 million prestige. Cosmetic perks are allowed. Limiting access to only paying players is allowed. BI is okay with it so this is likely not going to change. You'll just have to donate if you want to have skins.
