Shooting outside redzones = RDM?

Another question about RDM. 

    So if there was someone inside a redzone, lets say coke pro. If I shot and killed him while hes in the red zone but I'm outside of the red zone, does that count as RDM on my side.

(Basically, do I have to be in a red zone to kill someone in a redzone without initiation.)

Also, @Gnashes can you tell someone "hands up or die" in steam message or does it have to be in game.

I'm not Gnashes but it has to be in-game using the text or voice system, that's like saying "Do I have to text them or can I use side chat to initiate."
