Let me throw a situation at you:
Bear pulls over Civ1 for going 160 in an 80 zone. Bear charges Civ1 with 8 counts of speeding. Bear asks Civ1 if he would like to explain why he was driving so fast. Civ1 declines, explaining that he would like to pay his $16 ticket and be on his way.
I think easing the speeding ticket charge (not the auto camera charge) would do a lot of good. I think somewhere in the $50 per charge would be good. Then Civ1 is looking at a $400 Bill and might be more interested in RPing with Bear.
I would also be interested in seeing a charge added for traffic violation. This would cover running a stop sign or failing to signal or something.
There is two talents for speeding and they're never used because you don't get any RP from the civs.

Cops need an A-164 Wipeout with tear gas rockets (for crowd control), flares that would flash the enemy when you flew over them and used it, and downing GBU's (It would be fair because you would need a cop on the ground with a lazor designator). Please +1 this. God bless America.
