Personally there's already no fights at cartels, and if so it's one sided and its the same people winning or it's people roaching 400m+ out.
And adding a cooldown on federal events would just be more of a snoozefest for rebels and I understand its annoying for cops but this is a light rp server at the end of the day. If you really wanted to enjoy your rp experience then you should probably be playing elsewhere. I'm sure I'm speaking for all, if not most people who only hop on for the fights that adding a cooldown would make the rebel experience less enjoyable then it already is.Sikorsky likes this -

Hours on other games won't help your recoil/aim, it's totally different on arma. Only thing hours on other games might help with is gamesense/awareness.
