Hands up or die is perfectly fine, except for when they are in a vehicle or flying, then you must tell them to get with hands up or die, or if they are flying to land or die or to leave, as agent X said, the orders you give them must be followed, if they fail to follow them you can shoot them, and it's always safer to add the threat to your statement such as "or die/you will be downed"
