Whenever that happens, and you are left alone in restraints for 10+ minutes without being discussed with, you can go to the Police Support for civilians channel and notify an LT or SGT. This does not mean join the cop channels and harass the officers telling them what they did, a simple , hey this officer has left me in this position restrained, can you notify them please. Personally on civ, a guy typed in side saying the same thing, i went and lockpicked him, brought him to police, got both of us pardons.

Once when processing them , all they said "i no speak english " did my best, five minutes later, in perfect english, "Hands up or you fucking die! "

The vermin is indeed a bounty hunter weapon, but it is also still an illegal firearm. If you have a vermin with lethal mags, you will not be sent straight to jail. If you were using downing rounds then yes you would, and the other time you would be sent straight to jail using lethal rounds is only if you have a bounty hunter license at that time.
