We read it, but there are a few things Sgt+ can do that are not in that portion you listed. For example: a constable or corporal pilot, is not supposed to fly within 1Km of an illegal area, yet, Sgt+ can.
I am trying to figure out why you're asking though. Because I can tell you this, IF you're trying to undermine a Sgt+'s authority on what they can, or can't do. I'd advise highly against that.
