Honestly, its up to the Admin. There's different circumstances for every RDM report. If they are wearing the same gang tags it is not considered RDM. Now, if they claim to be in the same group, it becomes a tricky situation for the admin reviewing it. I suggest you compare the American police to another police force from another country that isn't militarized. The reason being is it could show a comparison and differenciate what makes it militarized. Also, it would help explain why it is militarized. Also, for why it is, Gun culture in the US can be one of the reasons.

They're* Well, as I said before : Every gang is different. They have different protocols for what to do with the money. When I used to lead a gang, my rules were : if you took money out of cartel, leave a 5% percentage in gang bank. Its easier done with what is currently put in place. We wont change it just because a few people want it. Also, Leaders can be money hungry. I know a few that make you put the money in and end up using it for their personnal use.

What if people want to keep the money? Some gangs have different protocols than others. Some may chose whomever took it keeps it, other may chose to share it in between the gang.
