Hangar upgrade

Add a hangar upgrade to sheds only. Make it very expensive since some aircraft are already expensive to pull out of NPC garages anyway, and players are not charged a fee for pulling vehicles out of their owned properties.

I'm thinking somewhere around $1,000,000. After all, you don't want everyone pulling their aircraft out risk free

I originally had wanted the hangers at air fields purchasable. However i realized being able to spawn at a house. Pull out a vest, jump into a helicopter and be anywhere on the map quickly was a bit too strong.
