I think a general lock-pickable door would be beneficial.  It is not too difficult for someone to lockpick, and in reality a cop would not be processing someone in the open anyways.  Or have a processing room at the prison like this, so if you want to take them to the prison rather than an hq you have to risk the transit being attacked, and then you can be a little more secure inside the prison behind a lock pickable door.  Or you could process them at any hq because :effort:

Cops are not op, civs can wear cop vests if they get them, and most cops cant wear csats...so that is a silly assumption, your average cop has much less armor than a civ and smaller caliber guns.

It takes well over 20 flashbangs to blow up an orca, if you cant figure out how to stop a cop flashing for that long you should probably just leave.  Also, non-undercovers can only carry 4-5 with a standard loadout, and most carry less or none for more mags.  So you are talking multiple trips to and from HQ.  Leave if you are concerned, the bank will most likely be over by the time they can blow up your Orca.  You can also repair it while being flashed.  Flashbangs also cost 1k each.  So essentially the cost of an rpg to take out your orca.  So the cop has to make a decision to spend that amount of time and money with no guarantee you wont leave or just repair once.  Leave flashbangs as they are, they clearly work as intended and are very balanced.

Constable calzone badge number 420. Easy and requires no backend. 

I bet if a civ asked for a badge number most cops would make one up on the spot too. It's not hard to do without making a blanket requirement.

I mean you are correct about the regardless of round, but the threshold is clearly documented at 50% fam.

All downing rounds down at 50% hp. That is why it sometimes seems quick.
