Website building is a 1 by 1 process, if u just start and keep googling whenever u know whatchuwanna build, but you don't know how. Ur gonna run into alot of struggles, ur website not being responsive, so u find bootstrap, trying to remember inputs so u start getting into _SESSION.
It's a painfull experience when u start, but trust me u will learn the most is way.

Fights are fun, if u feel like not doing a bank/fed or prison just rush in die and go back to what u wanna do. It's not like cops ever use strategies. Also when I still played cop every bank people were rather excited, and u always had people like his:
Cop 1 - 5 get in the strider with swat with cop 1 being the driver.
Cop 2 : drop me off at construction.
Cop 2 dropped off.
Cop 3: drop me off light house
Cop 4: I wanted to go lighthouse.
Cop 1 says drop, 3 and 4 jump out cause no Comms, 3 gets shot and 4 makes it in.
Cop 1 and 5 left in strider trying to do a 2 man clutch push dies to the 2 people ground floor which they could have easily won with 4 cops.
Meantime a random constable starts screaming that he got shot and his cat is being fucking killed. And a sergeant who pretends he knows what he is doing.
Then we have the cadets who usually do most of the bank work if they actually get a car. Constables don't feel like respawing to pyrgos before they swat to give cadets a couple cars, cause OH NO MY 6K IS GONNA GO WITH SOMEONE Else.
And then we have to cops who assume someone is cheating because they hardpeak 1st atm and get shot by an mk1 (which btw is 400 meters, thank me later 30% of the constables).
Also higherups never pull out armor shit unless it's 10 vs 3 and I don't blame them with the shit money on cop, and the retardedness of the apd.
TLDR; fuck you read my story if u want to know what I said
Cop fights were great that's the main reason I stopped playing cop so much; there were less fights and some of the cops just became more retarded.

You can just make sure it's a reputable company as some people make a living out of designing websites not all are scams.
Your best bet is to just use a nice online web designer and then download the flash files of the games you want to add its pretty much fool proof.

If you don't know how to code HTML you could use an online web design platform like wix.com or for free with weebly.
If you know how to code you can use an IDE like Adobe Dreamweaver. You may need to watch a few YouTube tutorials to help you, when you are finished there are simple hosting services you can pay for in order to host the website.
