I think they're testing out places, see how the combat is, frames, etc. 
Plus, it gives another use for the HW patrol outpost.

They did it so salt miners can drop off presents to prisoners.

You moved the jail to the salt mine and now if we want to drive anywhere else it hella far before it was just in the middle of all the towns please move it back.

Yeah I did and I had good video proof they just denied with no reason why. 

So me and my friend had just gotten back from rebel and were going to store our gear in our houses. 2 undercover cops in an off-road started following us around so we got to my house and locked ourselves in. I'm upstairs, so I couldn't hear them, but apparently they told us to come out with our guns holstered. I walk downstairs with my gun lowered and start talking to them and out of nowhere my friend gets downed through the window. I then start shooting back because that was uncalled for and we were going to come out anyway. I got downed after I shot like 2 bullets. While we were downed, they just lethaled us and left. Aren't they supposed to give you a certain amount of time to leave the house? They gave us no more than a minute. Also, why couldn't they get a lieutenant to raid us instead of killing us? I even saw a lieutenant chilling in Kavala square after I respawned. Like wtf?

I usually get 100 fps out of cites and like 50-60 in cities

60-50 when not in high Pop areas, 30-15 in places like Kavala, and like 40-20 when at an active cartel. Always with those frezes tho.

Whats everyone's average frame rates on servers 1-4

I play medic for fun most of the time because it really doesn't make you that much money unless your just starting out.
