They need more devs to do what they can't. If you're at school and your math teacher can't teach you 3 + 3 cause you've got autism they will bring in specialists (teacher aids) to assist. It is so someone does one thing while another person will work on another instead of the main teacher working on one thing the entire time. If you have one guy who makes skins but he cannot script in special siren sounds or some shit you will need to bring in a more experienced developer.
