I would like to see the ability to view other officers warrent tracks, Just like how Bounty hunters work when they are running with a group. It would be a nice update for the cops to see, since everytime an officer gets a warrent to track they have to either draw or mark it on the map. Rather than just looking on the map and it automatically be their for every officer to see.
I hope this change idea reaches to the Devs and makes its way into a possibility for a cop patch

The ability to remove individual charges from a persons warrant. 
 
Rework of APB, as of right now when a HVT gets APB, it almost always ends in them login off seconds later.

Seriously, downing Grenades would be a big help especially with roof extracts. We also need a more competitive offroad vehicle to keep up with Ifrits and Prowler/Qilins. 
Not really a need per se, but I think undercover having access to the same armory at least as the BH would be a step in the right direction. Weapon color is a dead giveaway to any rebel.
