I actually kinda like the idea of making vehicle theft good for something other than chop shops. As it stands there is no reason to steal anything other than a chopper/hemmit/box truck because the fine will cost you more than the selling price. I also like your idea of having it be a location rather than an item that allows you to keep the car. Where i dont agree is the cost. 30%-40% of the vehicle cost plus the fine for vehicle theft will end up being much more than most of the lower vehicles cost to buy outright. I think it should be a set fee say $500 to get the key made and should never apply to aircraft. Hell you could even make it a resources game and require a certain amount of iron/copper ore or something and remove the money aspect entirely.

Cool idea although idk how you are going to enforce any pricing unless devs add some way to taxi drivers to actually record fares and whatnot. Interesting idea though.

Personally I find the vdm rules to be on the strict side and not very realistic. I understand that its a fine line in a game vs RL and the admins took the stance to ban vdm as a whole to avoid problems but i feel there should be some grey area where using a vehicle offensively is acceptable. I think that if someone is actively shooting at you, it would be reasonable to use your vehicle to run them over as the arma system does not allow you the option to get out and return fire quickly. This should only apply to unarmored vehicles that allow the driver to remain in harms way. I do understand why the admins choose to keep it off limits as a whole to avoid issues though.
