depends on how significant the changes are. it could make claiming vehicles free and chopping vehicles give full price. a lot better than zaros

Add in a turf at Oreokastro in the northwest region. That entire part of the map is literally empty. Benefits/rewards could be increased payouts for chopping vehicles and reduced prices for claiming vehicles. Also, the drug dealer would be great for selling scotch.
