I already feel my frames dropping. I just imagine crashing into a rock because a big ass orca farting green smoke just flew over head

Lethal force is problematic at the moment. What if we began a record of accountability for our precinct in regards to lethals. Could be a pain at first, but help guide us back onto a better track.

Sgts/Lts have access to this Google doc. Any time lethal force is used  (authorized or accidental) the incident is recorded. Like filing paperwork for a cop who discharges his weapon. The info doesn't have to be super in depth. Would consist of basic info:
    Day of incident
    Situation
    Who approved lethal force
    Estimated loss of life
    Reasoning
These would provide a snap shot of who is approving lethal force and what type of situation.
Accidents happen, however keeping record would help find repeat offenders and help higher ups direct guidance to individuals.
Any Precinct officer on 4 is responsible for reporting lethal force situations to a Sgt or Lt. Said officer will type out description and send to staff to be copied to spreadsheet.
I know this can be a pain in the ass, but maybe it should be to get people to cut back on lethals.  This is just conceptual and throwing it out there as an option.

Off the wall stories can we entertaining at times, but get ridiculous really fast. Like the ninjas bullshit or Warsaw freedom fighter with 30+kills.
I love to incorporate all my crimes into one elaborate story that not only makes sense in the realm of Arma, but is embezzled a bunch to make it exciting and unique.  Don't necessarily tell exactly what happened, give it some life.
3 manslaughters, 3 second degree murders, Grand theft, attempted auto theft, and illegal weapon (let's say a vermin) for the story.
"I arrived to the island for the first time late a night, the last ferry in, officer.  Most of the crew was busy packing up for the night or heading off on their own night on the town, which left my sorry, lonely ass, to gather my belongings off the dirty pier. As I picked it all up, I was confronted by 2 large men. They spoke with a think Russian accent, so most of the dialog was incoherent. However, their actions spoke plenty. They started shoving me around and looking through my bags for money or drugs, that I understood. They told me I needed to pay a fee to enter the island and I had 2 nights to get it and bring it back. Theyou kept my license to find me later if I ran. I had no way to make money on an island that I have no contacts, but I didn't want to be hunted like a dog, so I went back to die with dignity. They punched me a few times and pushed me to the ground and started arguing who was going to, uh well, it involved them grabbing their crotch while arguing soooo...one can only imagine. I knew it was my chance and jumped into action. I kicked one in the back and he ran into the other, knocking him into the water. He turned and pointed his vermin at me and I grabbed it and managed to knock it away. After wrestling, I managed to grab the vermin and shoot him. As I killed the first, the one from the water was crawling out so I shot him.  (2 manslaughters) I pushed their bodies into the bay to make sure they didn't come after me, which I'm sure the gunfire drew some attention from the neighbors who just saw me with a gun pushing bodies into the bay (2 second degree murders). I saw their car around the corning and started to run for it. There was a 3rd guy sitting on the hood smoking and went for his gun when he saw me, so I shot him. As I was searching him for the keys, he apparently wasn't dead and started reaching for the vermin, so I struggled him until he was no longer a threat (3rd MS and SDM). I found the keys and stole the car.  I was trying to get as far away from town as I could before I tried to contact the police incase there were more. That's why you found me driving away from Kavala!
The real story: I murdered 3 guys doing cocaine in a flatbed. Killed them, executed and went to chop it. GG

Why is that? Just because we have the rank doesn't mean we agree with or oblivious to APD issues. I think majority of higher ups will agree with promotion issues. This has been an ongoing, reoccurring problem for years now.

We pick up brand new players and trick them out in rebel. Fully funded adventure for them.  The most recent ended not so well.
We were going to do a bank and we wanted to let the new guy be the driller. Told him to hide in ladder room until it finished. He nervously did.  We joked amongst the vets that the kid was actually a mastermind and planned to murder us at the end and steal the cash.
The fight began and tons of shooting and killing ensued. We finished, so I yelled at him that i was going down to get the cash. I grab the cash and start up the stairs taking tons of fire. The first floor is breached and it's just a handful of us left. I open the door to get up ladder and he blows me away. Than, instead of defib, he executes me! We joked about it....it actually happened. Was awesome fun. I got 100txts from him saying "oh shit, I'm so dumb, I'm sorry!".  I respawn ed and went to hq to represent him, got him off with no charges. Was funny as hell

Oh I know, I was just stating what I perceived from others. I've accepted I probably will never get Lt. Because I've collectively spent about 20min since I was promoted to Sgt in June, chit chatting in support and mingling with people.  I devote all my free time to being in game and supporting my precinct/officers.  Some will say "Well if no one knows who you are, you can't expect to get promo."  I say screw that, I go out of my way to observe constable candidates for corp promo, why does it stop there.

Just weeded through this entire thing and damn this is a winding train track.
To all those who immediately "dumb idea'd" Hyps OP, don't just shoot it down. Take concepts and build on them or something. I see where you're coming from Hypanius, I almost never pay my tickets over 20k and I roll 900k+ all day. ITS too easy to get gang mates to get jury to release or even pb's aren't impossible. However, 50% is huge. And what if there was a way to tie jail % to bank's payout or something.
As for bank, I don't find them exceedingly hard lately. Majority of the time, the cops come out on top. Either by stopping bank all together with arrests, preventing access to the money after success, or rebels just bail out after completion.  I can't remember the last time I felt defeated at a bank. I love when P4s gang regulars are on cop, because I can count on them for specific roles to fulfill. I'm a good pilot, but I will gladly pull an orca for some of these great pilots to use in an engagement.

Lock picks lead to major crimes easily, like stealing expensive trucks after you rdm the driver for it.
I think it's good as is. If you want to promote lockpicking in towns, go excavate and selling them in the square. Start your own enterprise of petty crime boosting.

I'm not offering any suggestion of how to be promoted when no one knows who you are. You offered the solution that the higher ups of the APD should promote people who know how to lead, and I'm telling you that a high percentage of people who know how to lead, or be tactically effective don't want to achieve their promotion by means of sucking up to the correct people. God forbid someone want to be noticed/rewarded because of their good work, and not flattery skills.

THIS.. but hey. the ones good at tactics and shooting would rather play and help their precinct, instead of kissing ass in support channels or streaming. SO no promotions for them..

i have seen some SGTs with amazing skills be a sgt longer than i have been in the APD. Have great tactics amazing RP and are good officers.  #corruption

We are now opening our ranks to the Asylum community as we would like to grow as a gang, as in the past we have been concentrating on building a core group of players.
Growing everyday as a gang, we put time and effort in having fun, it's all about the fight though, we love to have a fight we don't care who it is against. It's the joy of the fight.
Going forward as a gang we are going to be opening our own training server and will be taking cartels on a regular basis, If you don't like fighting cartels we do a lot of other activities as a gang, you will not be forced to fight cartels if you don't like them, there is always other opportunities to fight in other scenarios.
