We all know Cocaine Cartel sucks attacking, because the defenders will stack castle and it's almost impossible to get up there while attacking.
Here's how to fix that issue:

A nice ramp to easily run on top of castle.

A tall tower to overlook the castle while your teammates run up the ramp.
I think a lot of cartels could be improved by using the eden editor, and placing some obstacles to help the attackers. Wong's Triad could definitely use some help as well.

i.e lets say for example (I havnt been banned in 6 months but hypothetically) Lets say admin X has openly said killing anyone on arms island isnt RDM , then later today I kill someone and i get banned. Two different flavors of the RDM rule.
Example 2: An admin comments on diseased's montage and says looking through walls isn't exploiting , then another admin says it is.
Example 3: An admin says as long as a player doesn't die from your vehicle it isnt vdm, then another says if you rolling barricade its vdm. 
(Now i havnt reported anyone but another hypothetical thing) I rolling barricade someone , get banned - then i get unbanned after my sentence and someone does it to me - i report it no action taken
 
Everyone has different spin offs / limits on the rules and its very hard for us to follow it when theres so many different flavors and interpretations. The only one who seems to have a simlar set of rules are the older admins / CM's.

Great idea but will need some deep thought on how it will work fairly because gangs will just buy them and it'll not be easy to reacquire them.

I think that when buying a vehicle that player should have an option to pay for the car in full or pay a percentage down. For example 33% or something like that so people don't abuse the system by buying expensive cars and never paying full for them. So I propose when paying a percent for this vehicle you have 3-5 in game hours to either pay another 33% or in full, if you do not do this a person can go to an npc and request to see this vehicles which will show up as a red circle like hunting for fugitive. Then this person then can find this vehicle and take it to a designated location and receive a portion of the original vehicle cost.
    Also another suggestion from Monopoly Man for this was you pay the car and have X amount of time to pay it off, if you do not get to a court house or location in the time frame it will tell you a repo man is going to look for your vehicle. Now this user can request at a location to see all vehicles that need to be repossessed and will show up like fugitive circles, then this person can find the vehicle and take it to a location for a reward.

Nah.  It's a good tool to remove people who refuse to peak and have too much of an advantage from their position in a gun fight.

oh ok. let me know when you find out. Honestly i just want a soundmod that reverts all guns to the old sounds. The old mk18 sound is great.

Cops that play on server 2, for the most part, are scumbags. By scumbags i mean the type of cop that plays right at the edge of the rules. Sirens and insta shoots you, tries to ''rolling barricade'' but is just out to fuck your day up, shit like that and more but im sure you can use your imagination . Now there is some good cops but for the most part the bad ones outweigh the good ones and thats why most gangs just stick with cartels now that they're not shit.

Understandable, but for that to happen there needs to be a change in attitude towards the rebel/civ life so that not every civ is seen as a paycheck waiting to be lethaled because thats essentially what its become.

And also the fact that you are writing this looking for civs to fight cops essentially, and just removed the server 2 two life rule is kind of retarded.

Literally all your known for is having an ego on the forums. Relax there chief.
