Make cartels capturing unique and new, make it literally move around FFZ like the extra cap point circle in KOTH.

Make the top left of the map like a 6x6 square for AIR Cartel, which allows the usage of titans, LRPS, long range snipers, mods..
(dont have to worry about moving  things really, i just couldnt be asked to find the map or log on arma 3 at this moment.)

maybe more.. Canna had the idea to use the area for mods, or certain equipment to be used.. i thought might as well add some planes to try to shoot down.

Blue Money - Much like the civs/rebels blood money, blue money would be a currency you get as an apd officer from various activities one accomplishes.

Example - You stop a bank - xxx blue money. Make it so there is a nice perk for being the guy who stops the bank.
Send APB to jail - reward them with some blue money.

I'll leave the detailed details to those with ideas.

I get we don't have to spend as much money as civs, but not all of us are rich boys. I barley see over a mil any more. I don't do much civ life stuff and I like to spend money on my uc loadouts.  Regardless of how rich you are. Even rich rebels us blood money.

While I will still make an effort to be available whenever possible, I have to also focus on my wife's birthday and work extra hours to ensure my kids have all the necessary school supplies and cloths for school. EFFECTIVE IMMEDIATELY
We will now grant ACTIVE seated captains the authority to take unconventional measures when dealing with heinous individuals/groups who consistently violate/disrupt the community. Captains will be allowed to exercise discretion/alternative methods outside of the guidebook to address misconduct ensuring a more effective/immediate response.
This is meant to encourage Captains to create an environment where lower-ranking officers can actively participate in an enjoyable experience. 
Captains will still be bound to the guidebook on these sections with zero leniency. 
Marid/Ghosthawk House Raiding Cartel Raiding Professionalism  
Captains actions can be subject to review via SAs for severe cases of misconduct and will be handled on a case by case basis.

I think with the current state of the game with Feds being done back to back like they are and the constant APD targeting that occurs at the HQ of Athera, I think its time to implement some new units to the APD to better address the task at hand.
 

CTU or the Counter Terrorism Unit is based off the North Hollywood Shootout, were 2 Russians with juggernaut armor, AK's and drum mags reined hell onto the North Hollywood Police Department. In their situation much like ours. The perpetrators have superior fire power over 99% of the police force, to the point where they were forced to go to a gun store to get somewhat equal fire power to fight back.

The CTU is a branch of the SWAT that allows Constable the low tier 7.62 options, swat uniforms, and the ability to pull armor (add or remove any of these as you see fit), to better combat and level the battlefield in EXTREME situations. Constables and non swat members would NOT be allowed the MK1 but instead a different 7.62 that the devs/admins/owner feels fit. such as the MK18, M14 etc.

CTU - Counter Terrorism Unit would be activated by a sgt+ or lt+ during fed events after:

* 3 consecutive events are done back to back by the same group(s)
* Odds are stacked 2+:1 in the rebel favor
* When there are multiple gangs fighting/roaching the same event. .
 


RCU or the Riot Control Unit would be a city base unit that is used during extreme situations of aggression towards the APD while patrolling a city or simply trying to leave the HQ. There are many situations where we are overwhelmed and forced to leave the city either because we are outnumbered or annoyed by the lopsided event.

The RCU when activated would grant constable+ low tier 7.62 or other higher caliber weapons. It would also allow you to spawn into an armored vehicle as a group like swat (I'm assuming they still have that mechanic from 2017) instead of out in the open to be shot down during HQ raids. Lastly this would turn off the cool down timer for cops to respawn at said base only during the situation to give APD a better chance of bring back control to the situation.

Riot Control Unit - Would be activated by Sgt+ in the situation where:

* The HQ is being raided by rebels/criminals.
* The city is being taken over by armed rebels to the point where cops can't maintain control.
* If the APD can't get out of the HQ because they are pinned down.
* After 3 lifes from all currently on scene was given.




Any and all of these idea can be altered to make it fit better.
The point of it all is to add some balance to these extreme situations where things are very lopsided such as 3-4 cops vs 10+ at bank or 3-4 cops vs 10+ geared people in Athera with houses.
