Theres not really much to add in the way of weapons except for the type 115 and the new adr-97 smg and while those would be nice, withouth resorting to modding there just arent many weapons to add except higher calibers which would break helis and ifrits.

its not hard to get apb evades i got the invisible title sitting in kavala with a 100k+ bounty in like the first 2 days of it coming out and the circle is so big that no cops ever go for it the rewards would just be to easy to get

what they could do is whitelist medics increase the payouts and stuff that they could do and add more talents and give them more stuff to buy. there is no point in giving them guns too protect themselves when the only reason people go on medic is to troll. if they became whitelisted and it was taken more seriously it might be a different story

tanoa train hijackings there are many ways that you could set up a train hijacking objective that would be fun for the rebels hijacking the train and the cops trying to prevent it have a train station semi close to a city or just a train on the tracks somewhere near vagalala checkpoint would be good. have an npc inside of the engine car of a train that you can scroll wheel a hijack option on and that would start a countdown that when finished would do one of many things. one option is it could be set up to be a car filled with valuables at the end of the train that would unlock at the end of the timer another option is too have a tiny safe in 3 or 4 different train cars filled with a decent amount of valuables in each safe. suggestions are helpful
