It's an add-on called Cross Talk

It comes with some cool features but I only use it for the radioFX.  Hidden below are the settings I use, but its fun to tweak them.

There is some footage that uses the dragonfyre sound mod, but it was hard on the fps and I removed it. It was amazing though.
