It's a ban from the big wasteland server hosts iirc, ws.arma.ru or someshit, you get the same ban from cheating on KOTH, the public database that most KOTH/Wasteland servers use to sync bans.

If the server you play is using the public database yeah, all SA-MATRA servers unless they prefer to do their own banning, so most KOTH & Wasteland servers, nothing else as far as I'm aware

If it's a arma wide ws ban it means you are banned from a certain mission file such as KOTH or the base wasteland mod.
